The governmemt plans to suspend the cash for clunkers program at midnight tonight because the popular program has used up all its money, according to reports from the Detroit Free Press.he program, which was budgeted for $950 million, gave people $3,500 or $4,500 toward a new car if both the old and new cars met miles per gallon criteria.
